These Terms and Conditions govern your use of the website, mobile applications, prepaid cards, products, and payment services provided by FastPay for Electronic Payment Services, commercially known as “FastPay”. By accessing or using any FastPay product or service, you confirm that you have read, understood, and agreed to be bound by these Terms and our Privacy Policy.

Introduction

This document outlines the terms and conditions concerning your FastPay Mastercard Prepaid Card issued by FastPay for Electronic Payment Services. FastPay is an authorized electronic payment service provider operating under license and instructions issued by the Central Bank of Iraq (CBI) and in partnership with Mastercard International. We are strictly committed to adhering to all applicable local and international financial regulations.

Eligibility

You must meet the age, identification, KYC (Know Your Customer) verification, and eligibility requirements established under applicable Iraqi laws and regulations, the instructions of the Central Bank of Iraq, and FastPay’s approved policies. We may decline, restrict, suspend, or close an account if these requirements are not met.

Accounts and Registration

You must provide accurate, complete, and current information when registering and update it whenever any changes occur. You are solely responsible for protecting your login credentials, card, PIN, verification codes (OTP), and devices associated with your account. You must notify us immediately if you suspect any unauthorized use, fraud, or if your card is lost or stolen.

Cards and Services

Cards issued by FastPay remain the property of FastPay for Electronic Payment Services and must be used only by the authorized cardholder. We may modify, restrict, suspend, replace, or discontinue a card or service where necessary for security, operational, regulatory, maintenance, or compliance purposes.

Fees and Charges

Applicable fees may include card issuance, replacement, top-up, withdrawal, transaction, or other related service fees as detailed on this page. Current fees are disclosed through FastPay’s official channels. By using the Service, you authorize us to deduct applicable fees from your account or card balance in accordance with applicable laws and regulations.

Acceptable Use

You must not use the Service for fraud or any unlawful activity, for money laundering or terrorist financing, to access another person’s account or information without authorization, to disrupt, interfere with, or compromise the security of our systems, to provide false, inaccurate, or misleading information, or in any manner that violates applicable laws, regulations, or instructions. We may block, reject, suspend, or investigate any transaction where we reasonably suspect a violation.

Intellectual Property

All names, logos, designs, software, text, graphics, systems, and content associated with FastPay are owned by or licensed to FastPay for Electronic Payment Services. You may not copy, modify, distribute, reproduce, or commercially use any of these materials without our prior written consent.

Third-Party Services

Our services may connect to or integrate with services provided by banks, merchants, payment networks, bill-payment providers, telecommunications companies, or other third parties. Third-party services may be governed by their own terms and policies. FastPay is not responsible for their content, practices, availability, or any failures beyond its reasonable control.

Disclaimers and Limitation of Liability

The service is provided on an “as available” basis without any warranties other than those expressly required under applicable laws and regulations. To the maximum extent permitted by law, FastPay shall not be liable for any indirect, incidental, special, or consequential losses arising from the use of, or inability to use the service. Nothing in these Terms excludes or limits any liability that cannot legally be excluded or limited under applicable law.

Suspension and Termination

We may restrict, suspend, or terminate your access to the service where we reasonably suspect fraud, unlawful activity, a security threat, or a breach of these Terms, or where required by law or instructed by a competent legal or regulatory authority. You may request the closure of your account after settling all outstanding obligations and completing the required procedures.

Governing Law and Dispute Resolution

These terms shall be governed by and interpreted in accordance with the applicable laws and regulations of the Republic of Iraq, including relevant instructions and requirements issued by the Central Bank of Iraq. Any complaint or dispute must first be submitted through FastPay’s official customer-service or complaints channels. Unresolved disputes may be referred to the competent Iraqi courts.
